A heat illness prevention plan and a policy document tell an inspector what your programme requires. They do not tell a supervisor what heat risk actually looks like on a specific floor, or what to do when prevention has already failed and a worker is down. This guide breaks down where the risk concentrates by sector, then makes the case for dedicated cooling equipment over what most sites improvise today.
Where the risk concentrates, sector by sector
Construction. Outdoor exposure compounds with physical exertion, load-bearing PPE, and jobs that run through the hottest hours of the day. Roofing and paving crews face radiant heat from the surface itself, on top of ambient temperature.
Manufacturing and foundries. Heat risk here is not seasonal. Furnaces, kilns, and industrial ovens generate radiant heat loads that exceed outdoor summer conditions year-round, in spaces that are frequently under-ventilated relative to the heat generated.
Warehousing and logistics. Uninsulated warehouses and loading docks without climate control can trap heat for hours after outdoor temperatures peak. Physical pace expectations, picking rates, loading schedules, often continue unchanged regardless of internal temperature.
Agriculture. Sustained outdoor exertion, frequently on a piece-rate or harvest-window schedule that discourages self-paced rest breaks, combines with limited shade infrastructure in open fields.
Oil, gas, and energy construction. Heavy PPE, remote sites with extended EMS response times, and physically demanding tasks scheduled around production windows rather than heat conditions define this sector's exposure.
Cool First, Transport Second: the reference protocol
Across every sector above, the clinical response to a suspected exertional heat stroke case is the same. On-site cooling comes first, before transport: the "Cool First, Transport Second" principle, backed by the ACSM Expert Consensus Statement and the Korey Stringer Institute's clinical data. Cold water immersion cools a patient roughly ten times faster than wet towels or ice packs, and on documented cases treated with immediate immersion, survival was 100%. Why dedicated equipment beats improvised solutions
Most sites without a dedicated cooling plan default to the same three responses when a worker shows signs of heat illness: wet towels, an ice pack to the neck, or a garden hose. All three are slow relative to the 30-minute treatment window that determines outcome, and none give a supervisor a way to monitor the patient's condition while cooling is underway.
A stock tank or a repurposed container sometimes fills the gap on larger sites, but these solutions were not built for the job: they are slow to fill and empty, offer no patient access for monitoring vitals during immersion, and are rarely staged close enough to where an incident actually occurs.
